On March 13, Shandong Heavy Industry Group held a meeting to communicate and implement the spirit of the Science and Technology Innovation Conference for Shandong Provincial Enterprises. The meeting conveyed the speech delivered by Man Shengang, Party Secretary and Director of Shandong State-owned Assets Supervision and Administration Commission, at the Science and Technology Innovation Conference for Provincial Enterprises. Participants discussed implementation measures and arranged deployment of science and technology innovation work to advance the Group's innovation efforts to a new level. Wang Zhijian, Deputy Secretary of the Party Committee and General Manager of Shandong Heavy Industry Group, presided over the meeting and delivered remarks.
Regarding the implementation of the spirit of the Science and Technology Innovation Conference for Provincial Enterprises, Wang Zhijian put forward five requirements:
1. Shoulder greater responsibility to become an important component of national strategic scientific and technological strength
Always remember the important instructions from General Secretary Xi Jinping, focus on technological self-reliance, aim for world-class standards, and remain practical and effective, while continuously strengthening the leadership role in the industrial chain.
2. Develop strategic planning with clear and feasible future industry, product, and technology layouts
Strengthen 'top leadership' projects, develop specialized plans for science and technology innovation during the '15th Five-Year Plan' period, emphasize foresight, guidance, and practicality, and clarify specific implementation pathways and resource allocation plans that can truly guide practice.
3. Focus on three major transformations to build new development engines and advantages at an industry-leading pace
Align efforts across all levels, place high importance, rapidly advance, and ensure effective implementation, with intensified focus on key tasks including new energy research and development platforms, product and solution digitalization, and product lifecycle management.
4. Improve R&D efficiency through comprehensive precision management enhancement for research projects
Be willing to invest significantly while ensuring precision and efficiency in investments. Conduct comprehensive inspections and evaluations of R&D project management, establish clear post-evaluation management standards, and promote precise control throughout the entire cycle.
5. Adhere to a people-centered approach by building a high-drive, high-target, high-incentive innovation ecosystem
Develop talent team planning with a long-term perspective and practical approach, establish more market-competitive, humanized, reasonable, fair, and orderly assessment and incentive mechanisms.
